Any grant or subgrant shall require that to the greatest extent feasible: (a) Preferences and opportunities for training and employment in connection with the administration of such a grant or subgrant shall be given to Indians. (b) Preference in the award of a subgrant, contract or subcontract in connection with administration of a grant shall be given to Indian organizations and economic enterprises. (c) A tribal governing body may develop its own Indian preference requirements to the extent that such requirements are not inconsistent with the purpose and intent of paragraphs (a) and (b) of this section for grants executed under this part.
