28 C.F.R. § 34.109 Qualifications of peer reviewers.
Title 28 - Judicial Administration
The general reviewer qualification criteria to be used in the selection of peer reviewers are: (a) Generalized knowledge of juvenile justice or related fields; and (b) Specialized knowledge in areas or disciplines addressed by the applications to be reviewed under a particular program. (c) Must not have a conflict of interest (see OJP M7100.1C, par. 94). Additional details concerning peer reviewer qualifications are provided in the OJJDP “Peer Review Guideline”.
