The term effective date refers to the effective date of the applicable prohibitions and directives contained in this part as follows: (a) With respect to all provisions of this part except for §592.301(a)(3), 12:01 a.m., eastern daylight time, July 30, 2003; and (b) With respect to §592.301(a)(3), September 23, 2004.
