(a) The Anchorage grounds. All the waters within a circle having a radius of 300 yards centered at latitude 21°56'50.7" N., longitude 159°41'22.9" W. (Datum NAD 83) (b) The regulation. Except in an emergency, no vessel except a Naval vessel may anchor or moor in this anchorage without permission of the Captain of the Port, Honolulu, Hawaii.
