(a) The State plan must include a design for the establishment of a statewide network of centers that comply with the standards and assurances in section 725 (b) and (c) of the Act and subparts F and G of 34 CFR part 366. (b) The design required by paragraph (a) of this section must identify unserved and underserved areas and must provide an order of priority for serving these areas.
