The following entities are eligible to apply for a grant to carry out an Upward Bound project: (a) Institutions of higher education. (b) Public or private agencies or organizations. (c) Secondary schools, in exceptional cases, if there are no other applicants capable of providing this program in the target area or areas to be served by the proposed project. (d) A combination of the types of institutions, agencies, and organizations described in paragraphs (a) and (b) of this section. (Authority: 20 U.S.C 1070a–11 and 1070a–13)
