Title 39 - Postal Service
The following definitions apply for purposes of this part. (a) Postal Service. The United States Postal Service as established by 39 U.S.C. 201. (b) Employee. An individual appointed to a position, temporary or permanent, within the Postal Service, or hired as an executive under an employment contract, including a substitute or a special employee as defined by 18 U.S.C. 202(a). The term “employee” does not include the Governors of the Postal Service.
