Stable base funding amounts are subject to adjustment: (a) Annually only to reflect changes in Congressional appropriations by sub-sub activity excluding earmarks; (b) By mutual agreement of the Self-Governance Tribe and the Secretary; or (c) As a result of full or partial retrocession or reassumption.
