(a) The regulations of this subpart are issued under the authority of the statutes cited in §3400.0–3 of this title. (b) These regulations primarily implement section 2(a)(1) of the Mineral Leasing Act of 1920, as amended by section 2 of the Act of October 30, 1978 (30 U.S.C. 201(a)(1)).
