Title 45 - Public Welfare
(a) The term party shall include an applicant or recipient or other person to whom a notice of hearing or opportunity for hearing has been mailed naming him a respondent. (b) The General Counsel of the Department of Health and Human Services shall be deemed a party to all proceedings.
