FFP is not available for the following expenditures as training costs; however, the expenditures described in this section may be matched as administrative costs, if conditions for such matching are met: (a) Salaries of supervisors (day-to-day supervision of staff is not a training activity); and (b) Employment of students on a temporary basis, such as in the summertime.
