Title 45 - Public Welfare
A State must plan its targeted assistance program and allocate its targeted assistance funds in such a manner that services are provided to refugees in the following order of priority, except in certain individual extreme circumstances: (a) Cash assistance recipients, particularly long-term recipients; (b) Unemployed refugees who are not receiving cash assistance; and (c) Employed refugees in need of services to retain employment or to attain economic independence.
