(a) If a member serving as a tutor does not have a high-school diploma or its equivalent, or a higher degree, the member must pass a proficiency test that the program has determined effective in ensuring that members serving as tutors have the necessary skills to achieve program goals. (b) The program must maintain in the member file of each member who takes the test documentation on the proficiency test selected and the results.
