Since the policy of the Corporation is to make the maximum amount of information available to the public consistent with its other responsibilities, written requests for a Corporation record made under the provisions of the FOIA may be denied when: (a) The record is subject to one or more of the exemptions of the FOIA. (b) The record has not been described clearly enough to enable the Corporation staff to locate it within a reasonable amount of effort by an employee familiar with the files. (c) The requestor has failed to comply with the procedural requirements, including the agreement to pay any required fee. (d) For other reasons as required by law, rule, regulation or policy.
