Title 45 - Public Welfare
State plans will be evaluated on the basis of the following criteria: (a) The quality of the plan as evidenced by: (1) The development and quality of realistic goals and objectives for moving service ahead in the State; (2) The extent to which proposed strategies can reasonably be expected to accomplish stated goals; (3) The extent of input in the development of the State plan from a broad cross-section of individuals and organizations including community-based agencies; organizations with a demonstrated record of providing educational, public safety, human, or environmental services; residents of the State, including youth and other prospective participants, State Education Agencies; traditional service organizations; and labor unions; (b) The sustainability of the national service efforts outlined in the plan, as evidenced by the extent to which they are supported by: (1) The State, through financial, in-kind, and bi-partisan political support, including the existence of supportive legislation; and (2) Other support, including the financial, in-kind, and other support of the private sector, foundations, and other entities and individuals; and (c) Such other criteria as the Corporation deems necessary.
