If a vessel is to be constructed, altered, or repaired, the plans, information, and calculations required by this part must be submitted to— (a) The OCMI in the zone where the vessel is to be constructed, altered, or repaired; or (b) The Commanding Officer, Marine Safety Center, 400 Seventh Street SW., Washington, DC 20590–0001.
