(a) This part applies to manufacturers and distributors of motor vehicles to which one or more standards are applicable. (b) In the case of imported motor vehicles, the requirement of affixing a label or tag applies to Registered Importers of vehicles admitted to the United States under 49 CFR 591.5(f) to which the required label or tag is not affixed.
