No person on Midway Atoll National Wildlife Refuge will: (a) Engage in prostitution. “Prostitution” means the giving or receiving of the body for sexual intercourse for hire; or (b) Commit any lewd act in a public place which is likely to be observed by others who would be affronted or alarmed.
