Sec. 4242. Certification under Pelly amendment
If the Secretary finds in administering this chapter that a country
does not adhere to the CITES Ivory Control System, that country is
deemed, for purposes of section 1978(a)(2) of title 22, to be
diminishing the effectiveness of an international program for endangered
or threatened species.
