Subject matter of section prior to its amendment related to the
development of vocational education in States and Territories,
appropriations and their allotment, and matching of funds by States and
Territories, and was replaced by sections 15j and 15k of this title.

matched by State and local funds in order to receive benefits of section
15i et seq. of this title.

and expenses of State directors.
