Sec. 280j. Representation in Congress; appointment of delegates
and alternates
The President is hereby authorized to accept membership for the
Government of the United States in, and to appoint the United States
delegates and their alternates to, the Pan American Railway Congress,
the constitution and bylaws of which were approved in Montevideo,
Uruguay, April 1946, and deposited in the archives of the Pan American
Union in Washington.
