25 C.F.R. § 1000.50 What must a Tribe/Consortium seeking a planning grant submit in order to meet the planning phase requirements?
Title 25 - Indians
A Tribe/Consortium must submit the following material: (a) A Tribal resolution or other final action of the Tribal governing body indicating a desire to plan for Tribal self-governance. (b) Audits from the last 3 years that document that the Tribe/Consortium is free from material audit exceptions. In order to meet this requirement, a Tribe/Consortium may use the audit currently being conducted on its operations if this audit is submitted before the Tribe/Consortium completes the planning activity. (c) A proposal that includes: (1) The Tribe's/Consortium's plans for conducting legal and budgetary research; (2) The Tribe's/Consortium's plans for conducting internal Tribal government and organizational planning; (3) A timeline indicating when planning will start and end, and; (4) Evidence that the Tribe/Consortium can perform the tasks associated with its proposal (i.e., resumes and position descriptions of key staff or consultants to be used).
