Title 32 - National Defense
The Secretary of the Navy may: (a) Assign, detail and prescribe the duties of members of the Navy and Marine Corps and civilian personnel of the Department of the Navy; and (b) Change the title of any officer or activity of the Department of the Navy not prescribed by law.
